After a brief on-and-off ban episode on Thursday, Ashir Azeem's political thriller Maalik was slapped with an indefinite ban.

The notice issued by the Ministry of Information, Broadcasting and National Heritage, declared it “an uncertified film for the whole of Pakistan”, and furnished no reason or rationale for it.

Until a day later.

Yesterday, the Chairman of the Central Board of Film Censors Mubashir Hasan released a multi-point rationale for the ban, which includes the film's portrayal of the police and politicians, ethnic stereotyping, glorification of a former militant, mockery of the democratic voting process, and incitement to violence, among others.

The CBFC maintains that these objections to the film have been raised by the film's viewers themselves.

"After the 3rd day of the release of the local movie “MAALIK”, a plethora of public complaints started pouring in to the CBFC from across the country," writes Chairman Hasan. "Complainants expressed their extreme reaction against the movie through phone calls/letters/personal visits to the CBFC."

Their "extreme public anger and reaction against the movie and the threats to burning to ashes of cinema houses" prompted the CBFC to advise the Ministry of Information to decertify the film, as per Section-9 of Motion Picture Ordinance-1979, which has been used in the past to revoke the certification of films like Sher-e-Punjab and Intehaa.

Here's the full text issued by the CBFC:

1) After the 3rd day of the release of the local movie “MAALIK”, a plethora of public complaints started pouring in to the CBFC from across the country

2) Complainants expressed their extreme reaction against the movie through phone calls/letters/personal visits to the CBFC.

3) According to the complaints, the movie has presented Pakistan an as a lawless state where the state institutions are shown as crippled, inefficient, incapacitated hence openly inciting the common citizen to take law in his/her own hands.

4) As per complaints by the viewers, the movie has dejectedly targeted all the linguistic communities living in Pakistan. The Pashtuns, the Balochs and Sindhis have lodged their protest in particular that their communities have been shown in an unwanted and insulting manner in the movie which hurts their sentiments.

5) Members of the civil society also objected that the movie has shown a ‘ celebrated and heroic death’ of a former Afghan Jihad Mujahid in the end which is against the spirit of the National Action Plan being implemented jointly by the political and the military leadership of the country.

6) A large number of political activists lodged complaints that the movie has presented the role of politicians as a whole as morally and financially corrupt. One of the central characters of the film is shown as a feudal politician who rises to the seat of Chief Minister through unfair means. The politicians are shown to be corrupt, immoral and dishonest with the people. The movie gives people the impression that the entire political system is unjust, corrupt and incapable and all the politicians are busy in minting money under the name of democracy.

7) Political activists also expressed their reaction to the CBFC about the way the movie has demeaned the sanctity of votes during elections. The movie has humiliated the voters by showing the politicians who are elected through their votes as in a villain character.

8) The families of the shaheed police officials from across the country also complained after watching the movie that the police as a whole is shown as a crippled, contemptuous,unjust and corrupt force. The police force is presented in the movie as always working in the interest of the politicians disregarding its duties. The film has given the impression that the entire police force of the country is incapable and corrupt thus draining down the sacrifices made by the police as a front defence line in the war against terrorism.

9) A large number of complaints from KPK province has also been received which state that the movie has hurt the sentiments of Pashtun community by showing the rape of a Pashtun girl by a seemingly Sindhi politician. The complainants have expressed that the rape scene has caused bias, prejudice and hatred among different ethinic communities of the society living together in Sindh.

10) After carefully analyzing all the complaints, the Central Board of Films Censor, as a responsible state institution and functioning under Rules of Business dispatched a “Situation Report” to the Ministry of Information, Broadcasting and National Heritage highlighting the extreme public anger and reaction against the movie and the threats to burning to ashes of cinema houses by the hurtful citizens. Accordingly, the CBFC proposed to the Ministry of I, B & NH to decertify the film as per Section-9 of Motion Picture Ordinance-1979 in order to avoid a major catastrophe and a law and order situation and also to safeguard the life and property of the cinema owners throughout the country. Section 9 of the Motion Picture Ordinnace 1979 empowers the federal government to with draw or decertify any film under exhibition even after issuance of the censor certificate.

Many locally produced under exhibition films had been decertified by the federal government during the previous regeimes which include Sher e Punjab, Intehaa, etc etc

11) It is pertinent to mention that the non-official members of CBFC who censored the film ‘Maalik’ and passed it without excision for public exhibition have been issued notices to convey the public reaction against the movie.

12) The offer of the Info Minister of KPK to hold the exhibition of the Maalik in any cinema of KPK is not possible as KPK has yet to establish its own Censor Board. Till date, the Central Films Censor Board regulates the cinemas located in the KPK by surprise inspections to ensure that the provisions of the Potion Pictures Ordinance 1979 are followed in letter and spirit. If any cinema exhibits the movie Maalik, appropriate legal action will be taken against including fine, imprisonment and sealing of cinemas.

Sounds like only viewer who complaint were hand picked by corrupt politicians to review this film. If the movie revels the the facts, everyone knows that at least 90% of our politicians and government's corruption and they are afraid if average person sees this movie, they will have more negative views of government. Just think this censorship board never band any English movies which were also abot corruption.? Pakistan censor boardis trying to safe corrupt politicians and police officer image which is already tarnished in our society. Government must lift ban and let everyone enjoy good movie.

if content of a film show you the reality about the current situation in your country, best option #BAN this film!!. Everyone must get freedom of speech. Just because , others opinion is not according to your mentality, it doesn't mean that they do not have any rights. Makes no sense, why would the government of KPK decide to 'hurt the feelings' of their citizens. This whole fiasco is beyond ridiculous. If our govt wants to divert people's attention from the ongoing embarrassment of our leaders financial misdeeds surely they can do better than pick on a movie.

I have watched the Movie. The cinematography is very poor Dialogues are rubbish and doesn't have the feel of a gripng movie. I think if left alone would have gone from the cinemas itself in a week or half. Banning it from cinemas Just gave it a Larger viewership than it Deserves. :(

"Dhoowan" played the similar story and it still lives fresh in the minds of the people. this movie, though i have not seen it, also strikes chord with the sentiments of the people and exposes the biter truth existing in the society. instead of learning lessons and correcting our ways we "BAN" what is unfit to our interest. PK was a controversial movie and still it screened successfully in India, and we cannot stand the truth.

Most common citizens of this country perceive the politicians and state institutions, with the exception of a few, just the same way as the film is said to be depicting them. Sorry for those few who have opposed the exhibition of the movie but opinion of a small minority should not be used as an excuse to ban it as the majority of citizens who are also patriotic will certainly like to reassure themselves that the corrupt are rightly exposed and condemned, and not protected. Similarly the right of expression which is guaranteed cannot be taken away on the request of ethnic and linguistic fanatics or emotionally unstable few.

The more you suppress ideas/viewpoints, the more the may explode. Not sure what CBFC means by "viewers" considering the fact that was not viewable in PK. What else do we expect from a country that banned youtube for almost 8 years. Sigh! When will people realize that banning something is pointless most of the time. If you don't agree with the plot or story of a film, don't watch it, campaign to tell people not to watch it if you don't want it to earn money. Just recently on of my acquaintance was complaining that some a$$h0l€ entered their empty house and threatened if someone try to take back will have bad. I sequence. This person with family wend to the police station and they refused to register FIR. So much is the pathetic situation

I have not seen the movie "Maalik", just as many other Hollywood, Bollywood on the list. I don't know what CBFC criteria is about "BAN", but one thing is for sure, they are not independent body for what they are. Their policies and procedures must be overturned by others, after all everything is related with "National Security". I swear to God, I have not seen a Lollywood movie ever, because Pushto and Punjabi movies are more horrible than any Hollywood or Bollywood banned movie.

It the face of people objecting on exibition of the film Maalik! Nobody dislike his face before mirror then why the people raising voices against it are so annoyed. They should rather get a lesson and prove that they are not so instead making hinderances. Now nothing is hidden by CBFC,s ban. As media is so strong to bring in public from other ways. Where would be ban,s jurisdiction before other exibitors? Only sane action is to allow Maalik in public and so called ban should be lifted forthwith.

How long a truth can be hired. What censor board is trying to hide. Isn't corruption is not prevailing in Pakistan at every level of the society and to show it in a film is not a crime.

Films are made to show the society in miniature ! Those who complaint did not know the reality on ground ! Here in Pakistan Political influence is so high that every other men on street shows their power. Which was depicted in the movie ! The film is totally typical to the reality. The ban has to be lifted up ! The movie is the harsh reality in our society. Central board stop making lame excuses like KPK and Sindhi ! They must speak up for nation !

well i saw it on the first day of its release, i found the story horrible ...the script horrible ....... the movie has a small story and it has been broadened to show history for big screen and then this happend .... the government is just helping to promote a bekar movie

Show us the complaints from the viewers! Where is the proof that the complaints? Is there any process defined to put such complaints by our censor board? Even such has over 65 comments in favor of this movie!

@JUSTICE Don't worry this movie will be available on the DVDS and online and I will personally make sure to promote it as much as I can. Just worried about the investment production teams has made on this. So will wait ti the dust is settled

It may flare up anger locally because it's showing reality and none of the concerm raised above are surprise for anyone. They had no problem with Sharmeen Obaid Chinoi's movie about reality of Pakistan as it was about masses but when it's a movie about corruption of politicians then it's against sentiments of PeoPle of Pakistan.

In Indian sub-continent these types of films have been made and after some censoring they were released but now this encourages me to view it more as this must have shown the reality. Abuse of power, corruption and to make and keep people slaves is common among our countries in the name of religion, cast, tribes, etc.

So the cencor board aint got no problem showing vulgar movies, when a movie comes out which is trying to tell this nation its weakness and the solution, our politician can't bear that incase (which i highly doubted) that out public will get awareness or inspiration from this movie.carry on sleeping pakistani people,i am sure even if they lift the ban u still wont wake up!
